The 52-year old was charged with possessing a bladed article, grievous bodily harm and resisting a police officer.
Police say the incident occurred in Weston Road, Gloucester on Friday evening, February 17.
Abuse was shouted at a motorist who was then assaulted between 5.30pm and 6.30pm.
The motorist was treated at Gloucestershire Royal Hospital, although the injuries are not believed to be serious.
